Right after graduation, he attended World University’s School of Dentistry. Before opening Keene Dental in 1994, he worked for free clinics and some of the finest practices in the District. He is part of the 123 Dental Association and stays up-to-date on the latest dental discoveries. Since then, he has spent time on patrol as a field training officer and in the Community Oriented Policing unit as a School Resource Officer and DARE instructor. He has been a member of the department’s crisis negotiation unit since 2014. Rick is an Emotional Intelligence Coach for the City of Dubuque and Force Science De-escalation instructor. In 2020 Rick was promoted to Corporal and then to Lieutenant and currently serves as a supervisor in the Patrol division. Rick has earned a Master’s Degree in Communications from the University of Dubuque. Michael Hernandez - Western IA Director Sgt. Michael Hernandez has been with the Council Bluffs Police Department since 2001. Prior to that he served in the United States Marine Corps and as a jailer and reserve deputy in Mills County, Iowa. Hernandez has worked in several areas of law enforcement (traffic enforcement, accident reconstruction, undercover operations, criminal investigations, and school resource officer) and has been an instructor in various areas. Hernandez is certified in adult and juvenile CIT and is a Force Science De-escalation Instructor. He became a full-time negotiator with Council Bluffs Police in 2017.
